New CEC Resource Available on IDEA Part C Regulations

CEC together with its Division on Early Childhood (DEC) and the Infant and Toddler Coordinators Association (ITCA) have developed a new resource to help readers understand the IDEA Part C proposed regulations, released by the U.S. Department of Education on May 9.  This side-by-side comparison of the current IDEA Part C regulations to the 2007 proposed Part C regulations is intended to serve as a tool to assist readers in preparing their own analysis related to the Part C proposed regulations.

Subpart B – State Application for a Grant

Subpart C – Procedures for Making Grants to States

Subpart D – Program and Service Components of a Statewide System of Early Intervention Services

Subpart E – Procedural Safeguards

Subpart F – State Administration

Subpart G – State Interagency Coordinating Council

The public now has the opportunity to provide comments and input to the U.S. Department of Education on the proposed regulations during a 75-day public comment period.  The close of that 75-day period will be July 23, 2007. 

The Department of Education will also be hosting four meetings to allow the public to provide comments to the Department in person:

  • June 4 - Portland, Oregon 4:00-7:30pm
  • June 6 - Oklahoma City, Oklahoma 4:00pm-7:30pm
  • June 11 - Indianapolis, Indiana 4:00pm-7:30pm
  • June 14 - Washington, DC 3:00pm-7:30pm

The Department will announce specific locations within each of those cities in a separate Federal Register posting.
