Medicaid
In 2007, the Centers for Medicare and Medicaid Services (CMS) issued
a series of regulations that seek to cut or eliminate Medicaid
reimbursement for targeted case management, rehabilitation services,
transportation and administrative claiming for Medicaid-eligible
children with disabilities. If enacted, these regulations would shift
financial responsibility to states totaling approximately $7 billion
over five years.
Recognizing the dramatic impact these regulations would have on
states - including school districts and early intervention programs -
Senators Rockefeller (WV), Kennedy (MA), Snowe (ME) and Representatives
Dingell (MI) and Murphy (PA) have introduced CEC-supported legislation
to extend the current Congressionally imposed moratorium which is due to
expire on June 30, 2008 to April 1, 2009. While the current moratorium
postpones implementation of regulations addressing rehabilitation
services, transportation and administrative claiming, the regulations
concerning targeted case management went into effect on March 3,
2008.
