Monarch Center: The National Technical Assistance Center for Personnel Preparation in Special Education at Minority Institutions of Higher Education

Improves results for students with disabilities through (1) promoting the participation of minority institutions of higher education (MIHE) in IDEA personnel preparation grant competitions in special education and related services, and (2) supporting MIHE faculty in these disciplines in their continuing activities to recruit, retain, and prepare highly qualified personnel.

Provides technical assistance and professional development to close the achievement gap between students from culturally and linguistically diverse backgrounds and their peers, and reduce inappropriate referrals to special education.
