A state or provincial unit is an organization of all CEC members within a state or province. For example, Virginia CEC is comprised of all CEC members in the state of Virginia.

State and provincial units provide a means for networking, professional development, and information-sharing for members in their state or province. Their typical activities include sponsoring an annual conference and other professional development events, publishing a newsletter or journal, political advocacy, and supporting the activities and positions of the Council for Exceptional Children.
